Main activities. These include:
- Establishing a sound basic system for environmental protection.
- Taking precautionary measures against pollution at the source and controlling environmental pollution and environmental damages.
- Supervising and administering prevention and control of environmental pollution.
- Guiding, co-ordinating and overseeing ecological conservation efforts.

Ministry of Water Resources
Main activities. These include:
- Formulating water resources development strategies, plans and policies, providing draft legislation and promulgating water administrative rules and regulations, and making integrated river basin management plans and flood control plans for major rivers and lakes.
- Ensuring water resources are rationally developed and used.

National Development and Reform Committee (NDRC)
Main activities. These include:
- Formulating and implementing strategies of national economic and social development, annual plans, and medium and long-term development plans.
- Compiling plans for major functioning zones, co-ordinating the implementation of these plans and carrying out monitoring and assessment.
- Promoting the strategy of sustainable development, and undertaking comprehensive co-ordination of energy saving and emission reduction.
- Organising the formulation of key strategies, plans and policies in addressing climate change.
