On December 18, 2025, the Hainan Free Trade Port (the “Hainan FTP”) will officially launch the island-wide special customs operations. From the release of the “Master Plan for the Construction of Hainan Free Trade Port” in June 2020 (the “Master Plan”) to the promulgation of the “Hainan Free Trade Port Law of the People’s Republic of China” in June 2021 (the “Hainan FTP Law”), China has made it clear that Hainan aims to achieve the freedom and convenience of trade, investment, cross-border capital flow, personnel entry & exit, and transportation, as well as secure and orderly data flow. The free flow of international talent, along with attracting and concentrating global talent, is one of the key objectives in the development of the Hainan FTP.
