On December 29, 2025, China’s State Administration for Market Regulation (“SAMR”) formally issued the Measures for the Supervision and Administration of Food Contract Production (the “Measures”), which will take effect on December 1, 2026, with a one-year transition period for enterprises to adjust existing arrangements. As the first dedicated departmental regulation to systematically address this sector, the Measures establish a comprehensive framework centered on full-chain oversight, the reinforcement of principal responsibility, and precise risk control at the operational level.
