近来，以美国、欧盟及其成员国为代表的各国纷纷颁布供应链安全相关法律或政策文件，以强迫劳动、雇用童工等侵犯人权行为、气候危机背景下的绿色供应链以及冲突地区矿产开采与加工、国家经济安全与发展利益为着眼点，对相关企业施加供应链尽职调查的义务要求，涵盖其商品生产、流通、消费、交换等各环节，随着“泛国家安全化”与地缘政治博弈趋势不断严峻，已经引发全球规范供应链安全的“多米诺骨牌效应”。
本文作为国家安全系列文章第七篇，将对欧盟、美国和中国在供应链管理方面的法律法规及政策进行梳理归类，并在此基础上，对国家安全新格局下的供应链风险识别及合规管理进行分析与提示，供读者参考。

2024年伊始，回顾过去一年进出口监管领域的发展变化，海关监管方面的政策法规调整较多。其中，海关总署公布部门规章3部，公告166个，并与财政部、商务部等部门联合发布了数十个公告。这些监管新规涵盖了出口管制、通关监管、检验检疫、特殊区域、企业管理、主动披露等诸多领域。此外，《中华人民共和国海关法（修订草案征求意见稿）》和《中华人民共和国关税法（草案）》这两部海关监管领域非常重要的法律向社会公开征求意见，所体现的修法动向也值得重点关注。

2024年2月2日，国家金融监督管理总局（以下简称“金融监管总局”）正式发布经修订后的《固定资产贷款管理办法》《流动资金贷款管理办法》《个人贷款管理办法》（以下分别简称“《固贷办法》”、“《流贷办法》”、“《个贷办法》”，并统称“新版三个办法”）。新版三个办法将自2024年7月1日起施行，而由原中国银行业监督管理委员会发布且迄今已施行十余年的《固定资产贷款管理暂行办法》、《流动资金贷款管理暂行办法》、《个人贷款管理暂行办法》和《项目融资业务指引》则将同时废止。
