自2019年3月15日第十三届全国人民代表大会第二次会议通过新的《中华人民共和国外商投资法》（“《外商投资法》”）以来，已经过去三个月了。有一些人士曾认为，该法律的通过意味着中美贸易谈判将很快结束——现在看来，这种可能性很小。尽管如此，我们还是可以从这部《外商投资法》中看出中国政府继续深化改革、扩大开放的强烈意愿。
