自新型冠状病毒被证实具备人传人的特征后，为全面落实和推进新型肺炎感染的防控工作、阻断病毒传播途径，先是国务院办公厅下发了《关于延长2020年春节假期的通知》(国办发明电〔2020〕1号)文件，延长2020年春节假期至2月2日，接着各个省市纷纷出台文件延迟企业复工复业的时间，以避免人员大规模流动与聚集。截至目前，延迟复工时间最长的省份是湖北省(不早于2020年2月13日24时)，其他省份大多不早于2020年2月9日24时。然而，疫情之下责任重大，企业应对风险亦是如履薄冰、若冬涉川，目前看来即便地方政策规定的延迟期满，很多企业、行业仍然在考虑进一步自行延迟复工的时间(如下图[1])，或者即便复工之后，从外地返回办公所在地的员工也需要在家自行隔离14天之后再进入办公地点。如此一来，真正能够返回办公室实现正常工作的日期因各类情形仍然在进一步推后。然而企业的经营如人之心脉、山之流水无法中断，因此客观条件之下，远程办公不可避免地成为了企业在疫情期间尽力维持运转的新常态。
