2017年12月,在阿根廷首都布宜诺斯艾利斯召开的世界贸易组织(WTO)第十一次部长会议上,71个WTO成员方共同发布了《关于电子商务的联合声明》(以下简称“《联合声明》”),宣布为将来在WTO谈判与贸易相关的电子商务议题共同启动探索性工作,首次会议将于2018年第一季度召开[1]。部长会议的决议也重申,各成员方将致力于为电子商务工作计划注入新的活力,并指示WTO总理事会在2018-2019年开展相关工作[2]。
